brain damage?

my brother has been in the hospital who have congestive heart failure and a week ago, her heart stopped and had a lack of oxygen and they did a spinal tap to see how many brain cells lost. I do not know what they mean, but the results were 86, say 300 is pretty much brain dead. my question is what the numbers mean. is 86 bad? my family is still positive, but none of us really knows what this means and not those who ask. Also how well do people recover from a mild brain damage. hes my brother is a young man in his late 20's doctors say they can recover
